【摘要】:Oncetheextentandtypeofshorelineoilinghasbeendefinedanddocumentedusingproperprocedures(seeGuidesF1686andF1687),decisionsaremadeontheappropriatecourseofactionforcleaningandrestoration.Insomecases,naturalrecoverymaybethepreferredapproachwhereasinothercases,activeinterventionmaybeappropriate.Thisguidesummarizestheprincipalresponsetechniquesavailable.Thisguideisintendedtominimizepossibleaddedimpacttotheenvironmentthatcouldresultfromoverly-aggressivecleanup.Insomecases,localprioritiesmaydictatethatintensiveclean-upmethodsmaybewarranted.Inallcases,concurrencetousesuchtechniquesshouldbeobtainedfromallthemajorstakeholdersandmustcomplywithapplicableregulations.1.1Thisguidedescribesmethodsofcleaningandremediatingshorelinescontainingstrandedoil.Theprimarygoalofanyshorelinecountermeasureistoaidrecoverywhileminimizingadditionalimpact.1.2Thisguidedescribes22differenttacticsthatareavailableforconsideration.Theseoptionsrangefromnaturalrecoverytoactiveintervention.1.3Thetacticslistedmaynotbeappropriateunderallpossiblecircumstances,andmultiplecountermeasuresmaybeappropriateonthesameshoreline.1.4Thisguidedescribestechnicalconsiderationsforselectingonetechniqueoranother,orboth.1.5Selectionofspecificcountermeasuresforuseduringaspillresponseareguidedbythepropertiesofthestrandedoil,thedegreeofoiling,shorelineaccessibility,shorelinegeomorphology,mobilityofavailableequipment,oceanographicandmeteorologicalconditions,andthepresenceofsensitivenaturalandarcheologicalresources.Itisadvisabletoconsultwiththeappropriateregulatoryauthoritiesascertainresponseoptionsmayrequiregovernmentauthorizationandapproval.1.6Thevaluesstatedininch-poundunitsaretoberegardedasstandard.ThevaluesgiveninparenthesesaremathematicalconversionstoSIunitsthatareprovidedforinformationonlyandarenotconsideredstandard.1.7Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
